Kansas City was a wild town during the later part of the 19th century. Lonely cowboys would come into town to have fun and find a little affection and because of this demand, numerous Brothels sprung up filled with eager females willing to sell their bodies to these lonely and amorous cowpokes. Kansas City seeing the potential for exploitation created a Brothel inspection division. These agents made sure that the girls had safe and clean houses to work out of, and that everything was on the up and up. The question has not been asked, but yes the inspectors got complimentary affection from the girls from time to time. Several sexual harassment lawsuits are still pending to be sure!
