As large as Area 51 is, you can imagine how crowded the flight paths are with hundreds of space ships and flying saucers careening to and fro. The Area 51 "ETLA" (Extra Terrestrial Licensing Authority) has stepped in and issued alien nascar racing licenses. Unlike the other drivers licenses which allow aliens to drive, this basically allows aliens to drive much, much faster and only in designated areas. Get caught in hyper-speed travel mode on regular roads and you'll be answering to ETLA!
